    Resident Cards

    • The Elk Grove Village Public Library is largely funded by property taxes paid by the residents and businesses of incorporated Elk Grove Township in Elk Grove Village, Illinois. All residents within incorporated Elk Grove Village are eligible for a Library card at no charge.
  • Non-Resident Property Owners

    Non-Resident Property Owners

    • Persons residing outside of incorporated Elk Grove Village, but owning property within the Village, and paying taxes to the Elk Grove Village Public Library, shall be designated "Nonresident Property Owners."
    • Applicants must present a copy of the most recent tax bill and required identification.
    • Only one library card will be issued per tax bill presented.
    • Library cards are not transferable to other patrons.
    • The card is valid for one year from date of application.

    Non-Resident Fee Cards

    • Residents of unincorporated Elk Grove Township may purchase a non-resident card from the Elk Grove Village Public Library, for a fixed fee or a fee method determined annually by the Library Board. The Board of Trustees shall annually decide whether to issue non-resident library cards during the ensuing 12 months. At that time, the non-resident library card fee formula and fee to be used will be determined and adopted. One fee is charged for the whole household, allowing full service cards to all persons of the same family residing at that address. A non-resident library card is valid for one year.
    • Adopted Policy: Live in unincorporated Elk Grove Township? You may purchase a family card based on your property tax bill or lease/renter's agreement. Please contact Circulation Services at (847) 725-2176 for more information.

    Non-Resident Fee Cards Exemptions

    • Required identification must be presented in order to obtain a free non-resident card, and one of the qualifying conditions be met:
    • Expanded Cards for Kids: Children aged 18 and under who reside in unincorporated Elk Grove Township. The card is limited to use by the child.
    • Non-resident veterans with a service-connected disability of at least 70% who are exempt from paying property taxes on their primary residence. Documentation of at least 70% disability from the U.S. Department of Veterans Affairs must be presented.
    • The unmarried surviving spouse of a veteran who qualified for this exemption prior to death. Documentation that indicates the residence is exempt from paying property taxes must be presented.
    • The unmarried surviving spouse of a service member killed in the line of duty. Documentation that indicates the residence is exempt from paying property taxes must be presented.
    • Non-resident veterans who reside in rental properties with a service-related disability of at least 70%. Documentation of at least 70% disability from the U.S. Department of Veterans Affairs must be presented. The surviving spouse of a deceased disabled veteran who previously had the fee waived would not be eligible to have the non-resident fee waived after the death of the veteran.
    • Database access to non-residents is exempt from fees.

     

  • Expanded Cards for Kids

    Expanded Cards for Kids

    • Public Act 102-0843 expanded the Cards for Kids Act by allowing public library boards to adopt regulations waiving nonresident fees for everyone under the age of 18. The Elk Grove Village Library Board of Trustees voted to adopt this public act and established regulations to provide nonresident library cards at no cost to individuals under 18 who reside in unincorporated Elk Grove Township and attend Elk Grove Village Schools. 
  • Full-Service Fee Cards

    Full-Service Fee Cards

    • Individuals residing in an area taxed for public library service in Illinois are eligible to purchase full-service cards. The fee method determined annually by the Library Board is charged for the whole household, allowing full service cards to all persons of the same family residing at that address.
    • Applicants must present their home library cards or most recent tax bill, and required identification.
    • The card is valid for one year.
  • Reciprocal Borrower Cards

    Reciprocal Borrower Cards

    • The Illinois Library System Act, 75 ILCS 10/1, encourages cooperation among all types of libraries in promoting the sharing of library resources.
    • Cardholders from other Illinois public libraries may use their home library cards to check out materials at the Elk Grove Village Public Library by registering for reciprocal borrowing privileges. Presentation of a home library card in good standing and required identification must be presented to initiate reciprocal borrowing privileges. Reciprocal borrowing privileges are valid for three years or until the home library card expires.
