Solicitation and Canvassing Policy

The Elk Grove Village Public Library recognizes the public's right to free speech. However, the Library has an obligation to provide library services to the public in an environment where access and privacy are maintained, and where safe and unobstructed ingress and egress to library property is provided. Therefore, the Library has established the following to allow free speech while ensuring that the rights of others to use the Library facilities are not impeded.

  1. Solicitation and canvassing of the public or the staff, or the distribution of materials not connected with the work of the library is not permitted inside the Library building, or within 35 feet of the Library entrance.
  2. Persons wishing to solicit, canvass, or distribute materials are required to provide advance notification to the Library Director.
  3. The activities of persons soliciting, canvassing, or distributing materials must not disrupt Library operations, interfere with patrons entering or leaving the building, or create unsafe traffic patterns on the Library's sidewalks or parking lots.
  4. The conduct of solicitors and canvassers on Library grounds must be in compliance with Library policies and federal, state, and local laws, ordinances, and statutes. People who are not conducting themselves in accordance with these rules will be requested to leave the property.
  5. Soliciting, canvassing, or distributing materials may be done only during the Library's operating hours.
  6. The only exceptions to this policy are those expressly authorized by the Library Director. Exceptions will generally be made for the Library and Friends of the Library functions.
